The brushes in this article are listed randomly. I’ve tried to make this list diversified, so I’ve included some packs dedicated solely to the water surface texture, but also packs with other objects that can be useful: underwater plants, bubbles, waterdrops, shells, fishes etc. There are some .png water textures based on real photos, in case someone wants to create photo manipulations.
Some of these packs have free non-commercial versions or a sample packs available to download for free. I’ve included links to them in the brushpacks desctiptions.
1. Atlantis Brush Set for Procreate (Water, Fish scales, Bubbles and more)

The second brushpack created by of Disyukov that is worth mentioning is “Water Brushes set”.
So… what’s the difference between this pack and the previous “Atlantis brush set”? “Water Brushes set” is dedicated solely to the water texture (waves, rain, bubbles, spray + light), whereas Atlantis also includes objects and animals found underwater.

I’m happy to mention on my blog another brush pack created by Tayami! I stumbled upon her brushes and artworks much earlier, while gathering info for my SCALES brushes for Procreate list.
This time I was able to find her other brushes dedicated to water texture and effects. More precisely, in this pack, you will find 18 easily blendable water textures, 2 bubble stamps, 2 wave stamps and a water spray trail brush.

An interesting brush pack of 26 brushes imitating water texture(21 brushes!), water lines, and a few bubbles.
It’s not something hyper-realistic that you could use to enhance your photos, but it’s great for creating background in your illustrations.
In comparison to other brush packs – this one is truly dedicated to the water texture. And I don’t mean here the single droplets, bubbles, or splashes, but the water surface seen in water reservoirs (lakes, sea, ocean).

Anything you need for creating an underwater scenery – water textures, underwater plants, corals, fishes, shells, and even mermaids – everything you will find in this one pack!
This pack is a bit different from others listed here because the water texture brushes are rather a small part of it. But I assume that many people who stumble upon this list may also need some other brushes to paint their underwater illustrations, and that’s why I think this brush pack can come in handy.
I especially like the “underwater ground” brushes – I haven’t seen such brushes in any other pack, but yet I find them almost indispensable and a must-have for beginner artists (who want to try painting underwater/beach illustrations). Emulating sandy ground can be tricky for beginners, and such brushes can be helpful if you want to speed-up your painting process.

Waves, water surface, palms and waterguns – a perfect pack for painting beach scenery in manga art style. You will find here even a cloud and a sunset brush! There are 51 brushes in total.

Xresch is an artist who mainly focuses on creating textures and brushes based on photography. He experiments with various materials during his photography project/practices. This time, he tried filling a rosehip/black tea mixture into a big cola bottle, putting it between his flash and camera, and shaking it.
The photos were good enough to create brushes out of them!
What I like the most about this pack, is that Xresch prepared different file formats of brushes so that you can use this pack for various graphic software, including Pocreate.

Here’s another Xresch’s brushpack – Water Splash!
Unfortunately, this time he didn’t leave us any details about this project, and how these brushes were created.
But on the bright side, while doing a little research on other Xresch pages to find more details, I’ve found a non-commercial version available to download for free:Water-Splash-Brushes(deviantart) – *This free version is very old, and doesn’t contain brushes dedicated for Procreate users.
Even though the old version was posted in 2011, many people still download the older version and praise it. I hope that this set will be useful to you too!
This collection was created by COWdigitalART and contains 50 Water Texture Brushes For Procreate / 8 brushes +1 color palette for free.
These are digital brushes which will only work in the Procreate App for iPad Pro, iPad with the Apple Pencil (or a pen that supports pressure sensitivity).
I find these brushes most useful as a repeatable background texture.

A brushpack for those who just need a few simple bubble brushes, created by Tayami.
In contains one bubble trail brush and two bubble stamps. These brushes work great in a light colour with a dark blotch of colour beneath. A very easy way to fill in those spaces of underwater paintings.

The main brush/stamp that caught my attention was the water drop brush – you know, the one that looks like the raindrop on glass. I haven’t found a similar one in other brushsets I gathered earlier.
It actually prompted me to look specifically for another brushpack that’s specifically dedicated to waterdroplets, in order to have a more diversified list (I listed it below). Nevertheless, if you need a simple pack of splash brushes for a small price, “Water Procreate Stamps” is worth checking out.
Here’s a brush set solely dedicated to waterdrops. It consists of 21 brushes – single droplets, or grouped multiple waterdrops that differ in frequency and size.
I’ve looked at the opinions of other artists to see if there’s something worth mentioning – in general, they find this set very useful. Also, I see that the Creator is eager to answer questions and replies quickly to anyone who needs help.
13. Water and Splash brushes by JoannaVuArtAndDesign
“Water and Splash brushes” by JoannaVuArtAndDesign is one of the most realistic water brushsets I found. I’ve already mentioned Joanna’s work in another article (Feather brushes). She specializes in hyperrealistic painting, it’s difficult to distinguish her art from photographs.
This time, she prepared a set of 10 procreate brushes, featuring water and splashes. Below is a video presentation of some brushes:

14. 200 WATER Splash TRANSPARENT PNG by DigitalMediaDesign
This time here’s something different – not brushes, but transparent .png images. Can be used in various software, including Procreate and Photoshop.
There are over 200 photoshop overlays based on real photos. As photographers, DigitalMediaDesign, use these tools to speed up their workflow, and give their images a creative edge.
This pack is great for those who need realistic .png’s to enhance their photos or hyper-realistic paintings.
Another pack with transparent .PNG water splashes – much smaller than the previous one, but for a smaller price.
I’ve looked at reviews and found some cool photoshoots where artists used overlays created by MyOverlay – a few funny kid photo shoots, and some professional photoshoots, that were a great showcase of what these overlays can do.
Recommended to artists that want to enhance their photos. Sometimes a small touch is all you need.
